Elvino Tsilailay

Elvino joined Projet Jeune Leader in 2022 as a data entry operator. Since then, he has grown into a key member of our team and now serves as Data and IT Systems Manager, based in Fianarantsoa.

With strong expertise in data management and software solutions, and a degree in Information Technology, Elvino plays a central role in ensuring that PJL’s systems run smoothly and that technology is used to strengthen our programs and operations. He leads the design and development of the digital tools, infrastructure, and processes that support the organization’s work and enable efficient information management across our teams. He also manages our data collection and analysis platforms, playing a critical role in strengthening our monitoring, evaluation, and learning systems.

As the head of the IT team, Elvino works closely with colleagues across all our regions of operation to understand their digital needs and transform them into practical, user-friendly IT solutions that support our operations and program delivery.
